the first otter is at the food fair and you have to walk to the back of it and the otter should be near water. the second otter is at the gardens and you have to walk over a bridge and it should be a grey one near water. the 3 otter is at the runway and you have to walk until you see a nice pond and near the pond there are chairs and near the chairs there is final last otter. i hope that this helped :)
well i think they do because an otter was just in our pond and has left 2 piles of fish guts :/
