You can purchase several products that are able to remove dried latex paint from carpet. I have personally used GooOff. Also, I know that some organic carpet pastes, such as Quick-N-Bright, and a steel brush work well for paint that has been worked deep into the carpet.
get a citrus based paint stripper, make sure you test it somewhere on the rug first for color fastness. if it does not discolor then place on, let sit for desired time and then wipe away. i suggest a gel as it won't absorb into the carpet itself

If your rug has latex, the rug is almost surely a hand tufted carpet. Due to the nature of these rugs, the latex construction is integral. It's practically impossible to remove the latex, especially considering it's pretty much holding your rug together. Also consider why the rug is releasing this odor- either it's brand new and just unwrapped, or the carpet is deteriorating. There's really not much you can do about the odor.
