PIN, or Personal Identification Number, is a four digit code used (on wii) for parental controls. I, personally, do not have a PIN on my wii.
Yes, it does, although they are not called parental controls as such. If you go to the Settings app, and select General, then Restrictions, it gives you the option to enable restrictions over what content is allowed on the iPod. It uses a four digit pass code to lock the settings once you have set them.
They just have to go to Parental Controls, and keep selecting I Forgot until it gives you an Inquiry Number. You then go to the website and type in your inquiry number where is asks for a confirmation number (they are the same thing) and select the correct date from the drop-down menu. It will give you a master key code that you can use for unlocking Parental Controls. This website also works for the DSi. NOTE: With the DSi, it can be very hit-and-miss, since there are reports of it working, and reports of it failing.
The parental controls are unlocked by entering a five-digit PIN which was set when the controls were activated. If this PIN has been forgotten, you must phone Nintendo to get them to reset it.
You can only put a password to limit certain features for the 3DS but it will not completely block the use of the 3DS itself. Go into system settings and then tap parental controls to set a 4 digit pin.
