First go to Slateport city and talk to the crowd then go back to Lilycove and surf off the west coast to find a team magma grunt. Surf north from there into the base. Progress through until you find that team magma admin. battle it and surf to Mosdeep city.

∙ 14y agolots of training. dont face here as soon as you see her. go out and train for a bit. when she had lvl. 20 pkmn, i had level 43 pokemon. i killed her! so wai, and then youll get her.
