You need to beat the Gym leader of Oreburgh City. Once you have beaten him, you can use rock smash outside of battle, allowing you to smash those boulders.

∙ 14y agoits under cycling road.you need cut and 1 or 2 repels to get there.and watch out for he hiker guy.oh did i mention you also need flash when you get to ravaged path.
