first you go down the tunnel when you get to team rocket then you go to the picture area and a team rocket will be standing there. talk to him and he'll give you the team rocket uniform then you talk to the guy blocking the stairs in the radio tower he'll let you past but before you go up the stairs your foe will stop you and take off the uniform and then you have to battle the team rocket who let up and then you'll go up the stairs then you have to do the rest. :P
