to get to saffron city you need to find the celadon mansion down the street from the Pokemon center and go inside looking for an old woman who i believe is like a crazy cat lady or atleast she has a meowth and like 5 other Pokemon running around. when you talk tpo her she gives you tea and the next time you go to saffron you can give it to the guard and you can get through to saffron as you please
