You have to go down into Goldenrod tunnel and go where the photographer guy is. Instead of the photo guy,there will be. Team Rocket member. Go talk to him and he will give you a Team Rocket uniform. Go back to the radio tower and the guy will let you through. But beware, your rival will show up and rat you out so you will have to battle him and the Team Rocket guy.
