You can only get past him once you go to the lake of rage, catch red gyarados and meet Lance. Then you help Lance take down Team Rocket's base in the souvenir shop. Once you do that you can challenge Pryce. Defeat him and you'll be on your way. Sorry everyone this isn't right :(
