you have to get to golden rod city and after you defeat the gym leader, there is a house right besides it, go in and talk to the lady, she'll send you back to the gym (a time waster) then the gym leader sends you back, the lady in the house will give you a squirtbottle, then go back to the tree and you'll fight it, then do what you please, fight or catch it
