On the rooftops, put on the Chameleon Suit and grapple left to the guarded building. Then go farther left to the red building, and climb up to the tower. From there, you can grapple right again to the tall antenna (a friendly spy suggests this).

Use the goggles to slip past the lasers, and unlock the door with the Fingerprint from the Bistro. Inside, the hardest jump is the second jump at the right, to reach the computer station. It takes a few tries but is not impossible.

On Spy Island, Toupee Terrace is the right-most area of the island, and includes two locations used in the game. The first is the electrified building, where the Second Spy is being held. The second is the B.A.D. hideout to the far right, which is protected by lasers. To save the second spy, climb the building and avoid the electric zaps. How do you get past lasers in the control room on Spy Island?
While most of the lasers at the B.A.D. satellite station are easily avoided when they turn off, the second set inside the control center is particularly difficult. The first jump is easy, but you have to land between the two lasers on the second jump. The best way seems to be waiting a second after the first one turns off, then jumping as "flat" (sideways) as possible, so that you arrive on the platform after the second beam also turns off. (There may have been some kind of clever trick designed here, but there does not seem to be an easy answer.)
What if you cannot get to the second platform on spy island?
In the BAD satellite control center, the two lasers pass close together on the second platform, making it difficult. Try jumping as low as you can to the left. It is possible to make this jump, and then easily to the computer platform.

You cannot get past the lasers until you have rescued all three spies from the other areas of the island. You need the Ultra Vision Goggles and the Fingerprint from the agent at the B.A.D. Bistro. Go right to the B.A.D. hideout. You can tell when the lasers are off when you are wearing the goggles. Go right, and then back to the left, avoiding the lasers when possible. Use your grapple bowtie to reach the rooftop entrance. Use the fingerprint to unlock the door and go inside. Dodge the inside lasers and get to the control platform at the upper left (you can't use the bowtie because of the lasers, and dodging them is difficult). When you do, Director D will show up, and you must enter the three code words given you by the three spies. (They are LASER HAIR REMOVAL, what the bald baddies have been doing to the island residents, to boost their toupee sales.) When you have reactivated the transporter, Director D is revealed as a B.A.D. guy. Follow him up to the laser satellite and battle his mini-bots. Lead each one to a yellow power ball - there are two on the floor and two up above. When they plug in, they are destroyed. When all four are gone, Director D tries to smash you with the control center. Get on top, or near the roof, and he will crash into the ceiling. Three crashes and he will be defeated. The laser satellite is turned off, Director D is jailed, and you become the new Director of the spy agency. You are awarded the Island Medallion.
