You need to go through the Entralink into another player's game. However, this player must be using Pokemon White. Go to White Forest and talk to the characters in the Forest. After talking to them, they appear in Black City in your game. However, they will disappear if you don't battle them for a while.
To go through the Entralink, you must have two nearby DS systems and press the ENTRALINK button on the C-Gear. Walk over the bridge and you should be able to enter the other player's game.
Note that the other player must be actually playing pokemon Black/White and must be inside the "Ring". The Ring is basically everywhere on the map that is part of that large circle.

∙ 12y agoYou need to have a friend who has Pokemon White. Use the Entralink and go to their world's White Forest. You will be able to talk with people in White Forest and a few might ask if they can go to your Black City. To use the Entralink, however, you must have your friend's Friend Code registered first
