There is one way, but there is also a secret way I discovered on my own without cheating/hacking. The first and most obvious way is to breed Ditto and Manaphy to get a Phione egg. But the Secret Way doesn't require Manaphy. The things you need to acquire Phione The Secret Way: -A Wii with My Pokemon Ranch downloaded -Pokemon Diamond/Pearl -National Pokedex (Obtain after seeing every Pokemon in the Sinnoh Region, and visiting the Pokemon Lab at Sandgem, it's not necessarily catching them all) If you are active on My Pokemon Ranch for the Wii, Choose the 'Connect To D.S.' Dealy under the 'Leave Button'. Start up Pokemon Diamond/Pearl and on the title screen, 'Connect To Wii' should be there. if it's not, restart your D.S. and try again. Hayley will look at your Pokedex and try to help you catch every one by giving you a 'To Do List'. After a few days of connecting and donating Pokemon to the ranch, Hayley will now be able to bring Phione to the ranch. After Phione is at your Ranch, Hayley will offer you it for in Exchange a Leafeon. At least, that's what happened to me. So, in order to catch an Eevee, you will need the National Pokedex and catch Eevee at the Trophy Garden, chat with Blacklot once a day to change Pokemon there. Eventually Eevee will show up, so catch it and evolve it in Eterna Forest, or use a Leaf Stone if you have it. Leafeon should be in your PC, and now connect to the Wii again.
