There are a few ways to be a Portuguese citizen:

1. You can be born in Portugal.

2. You can move to Portugal and apply for a visa then wait a bit and apply for citizenship

3. If you have parents who were born in Portugal (Sometimes they will accept extended family ie. Grandparents and the such) you can become a duel citizen (this is for US/Portuguese duel citizenship, but I imagine it is similar for other countries). Go to your local Portuguese consulate or embassy and apply for citizenship via family connections. The process usually takes a few months and cost about $300, and you will need to show proof that your family member is a citizen of Portugal (Birth Certificate or the like), your own birth certificate, sign papers, and pay.

4. Marry a Portuguese citizen.
