You have to get specific items. First, go to the food place in Market Lane, and get the Fish Bites for 50 park points. Then go to the Wailing Tunnels and fish out about 4 Glowfish (get the angler fishing rod at Petpet Emporium for 150 park points to fish) and a Crafting Stick at the petpet emporium for 50 park points. Then go to the Crafting Tree in Squippet Hollow and the crafting tree will make you a Glowing Fish Balloon.
