Then go to the Wailing Tunnels and fish out about 4 Glowfish (get the angler fishing rod at Petpet Emporium for 150 park points to fish) and a Crafting Stick at the petpet emporium for 50 park points. Then go to the Crafting Tree in Squippet Hollow and the crafting tree will make you a Glowing Fish Balloon.
