There is a website called serebii.net it is really useful and it will tell you how you can get raquaza in Pokemon soulsilver
You must have Kyogre and Groudon together, you must trade Kyogre migrating it doesn't work, and show them to Mr. Pokemon and he'll give you the Jade Orb for Embedded Tower.
