When you get a new horse on nearly any level any of them could be red hare. just get a horse to lv.5 be Lu Bu and ride it, if it is Red with Gold straps/chains It Is Red Hare, there is a 25% chance you will gain the red hare horse says game creators koei.

-Guan Yu and Lu Bu are the only two, i believe, that start on the red hare (not if yuo're playing them). however, if you are versing them, just steal/ take it.
