Try nail polish remover, just get a cotton swab, or cotton ball and wip over it if it doesn't work buy another pair of shoes.
Have you tried nail-polish remover? I would suggest repeated dabbings, switching to fresh cotton balls soaked in remover as the old ones become discolored with the polish. When all the polish is out, launder your trousers as usual. I used this method to get red polish out of a pair of blue-jeans. You might need to bleach the pants or use a laundry booster, as I found that the polish remover got out stains on the old jeans that I didn't know were there. ;-) After washing the jeans a couple times, the color evened out, and no lasting damage was done from the remover.
Place a towel you don't mind messing up (the pigment will transfer) underneath the stain, grab a bottle of rubbing alcohol (the higher the concentration, the better) or acetone based nail polish remover, soak a cotton ball with the above and dab the stain. Repeat. If it's still not out (it is PERMANENT marker afterall...) I suggest trying some nail polish thinner out (more concentrated solvants). You can find nail polish thinner at any beauty store, just ask a clerk.

Get a ball of cotton and put it over the bottle. Tip it so the cotton ball absorbs the nail polish remover. Then wipe off the nail polish.
Use nail polish remover on a cotton ball and rub firmly.

I used a restoring nail polish with acetate in it that is supposed to thin nail polish to take it off your nails easier. It's called Seche Restore restoration thinner. It worked great getting purple nail polish off my microfiber sofa and my white pants!
Just use the Nail Polish Remover on a cotton ball on your skin.
White nail polish is fairly common! You can get it at any drug store or generally any place that sells nail polish. :-) Hope this helps!
Nail polish remover takes the polish off your nails, doesn't it? It will work on most nail polish stains, whether on clothing or furniture. Apply the nail polish remover to the stain and then lightly blot the stain. Apply detergent and warm water to make sure that you have removed the stain completely and then wash as usual with your detergent. You may have to apply the nail polish remover and blot several times to remove all of the nail polish stain. Do not give up!
To remove scuff marks from white leather- use nail polish remover that contains acetone. Dip cotton swap in nail polish remover and rub onto mark.
