To get Regice in Pokemon Diamond, you have to get the Regigigas from the event and then go to one of the islands on the left side of the Sinnoh map and go to the top of the mountain. There will be a cave with 2 ice blocks on each side. If you don't have the event Regigigas, then you can't get it. After you enter there will be a statue and talk to it. Then it'll start shaking and Regice will appear.
