You have to get all three of the regis and go to the ranger union. Once there, chairperson erma will walk up to you and after you are done talking, you go to hippowdon temple and go to the room with all the arrows and in the center there is a sand pit. Go down the sand pit and place the regis on the pedestals. Then regigigas will appear. Good luck!
