You can get Regirock in Pokemon Platinum but only if you have acquired the event Regigigas that U.S. Toys "R" Us stores had distributed at one point otherwise you will not be able to get it and will have to migrate it from Pokemon Ruby, Sapphire or Emerald however if you have the special Regigigas then you can head on over to Route 228 and you will come across a cave that will allow you access and then you'll need to head up to the statue and step on all of the dots in the cave and then you'll need to go back up to the statue and a Level 30 Regirock will appear.
