In Pokemon Diamond, Pearl and Platinum, Regigigas is found at the Snowpoint Temple. You have to have beaten the Elite Four (and I believe have the National Dex although I'm not 10)% sure) before the person guarding the temple will let you in. Once you're allowed in, make your way through the maze of ice until you reach Regigigas.
There was also an event where you could get a lvl 100 Regigigas, although it's over in America, and Japan, now. (Not sure about other countries)
