You must get a Yellow Wonderful from a competition or so and then you will trigger a little event with Charlie. Then after the event, you have unlocked the rice paddy! You can get rice or wheat from there, i don't remember which one... Anyway, hope i helped!

I am guessing you are playing either Island of Happiness or Sunshine Island both for the DS. If you are, you must equip your Sickle with a Yellow Wonderful. Then just hold the button down to charge it. Make sure it is fully grown before you try to reap your Rice.
