Complete the radio tower side quest (the one where you get the power plant back up and running) then go back to the radio tower and talk to the old guy in the lobby. he will upgrade your radio card in your pokegear. go to the snorlax. find the pokeflute on the radio (its at the very top of the circle thing). once it is playing, talk to the snorlax.
