you can do a lip piercing yourself although i do not recommend it for sanitary or infection prone purposes you may also go to a tattoo parlour and have it pierced there.
A pierced lip, there is no meaning, just a pierced lip. Body piercing, no matter where it is, is self expression. You either pierce yourself for show, maybe it means something to you.

I have both my lip and belly button pierced. I had my belly button pierced with a hoop and my lip pierced with a bar/stud. The belly button was more irritating then the lip because a hoop piercing requires the piercer to clamp it shut and fiddle around with a new pierced part instead of just screwing a ball on. I recommend any new piercings to be with a bar/stud as it is quicker and less irritating. Put it this way, I'm going for a 2nd lip piercing and not another belly button piercing ;)
Actually it depends on where you get it pierced on you bottom lip. and its call the Labert when its in the middle of your lip.

No, it doesn't matter where you get your lip pierced at persay but I personally think that piercing your lip looks absolutely disgusting but if you do decide to get it done get it done on the side of your lip near the corner of your mouth:)
Your piercer can, but you should not attempt it as you could injure your new piercing and it could lead to infection.
Well because it orbits the lip, that's why it's called a lip piercing.
