Go over to their house and walk up to the mailbox. This is usually at the corner of the lot. There will be a few options for what you do next. One of them is "Kick out." You select this option, and then the Sim that lives in that building will come over and your Sim will tell them that they have to move out. Then the house will be reverted to an abandoned lot.
