You can't get rid of Citizen Points and its Citizen Levels. In 2008 when Smallworlds was made they had people to test out the game before it game out so they had non cl skate boards and stuff.
The answer: They had non cl skates and stuff because there was no vip so now they have vip so they put cl's on it and made the price higher
