They are nests of gypsy moth caterpillars. They can strip a tree of all of its leaves in a matter of days, killing the trees.

The small white caterpillars that you will commonly see on maple trees are called Lophocampa Caryae. They will turn into a Hickory Tussock moth.
It should be in flower from mid- summer to late autumn.
