Clean up the area using a good detergent (ie. Lysol, Ammonia) and water. Then, let some of the solution sit on the spot for a few minutes. Wipe with a clean damp cloth to remove the detergent and to dry it. If the odor remains, make a paste of baking soda and put it on the spot. Leave it for some time after it dries. It should remove the last of the smell. If not, mix white vinegar and water and wash the entire floor and the walls, since the odor may be in the entire room.

Will this get rid of urine odor?

All of the Hoover Steam Vacs with clean surge do great on urine stains and odor. What I've learned is that to get rid of the odor you should not use commercial cleaners in your Hoover because some of the chemicals in them may actually make stains and odors worse. Use a good cleanser with enzymes such as Liquid Alive. You may have to clean the area twice using the Clean Surge feature if the stain/odor have been there for quite some time.

How do you get rid of white stains on a terracotta floor?

It will depend upon what the stains are, but CLR is probably the best first choice, especially for "hard water" type stains. It is an acid, albeit fairly mild; so any finish on the terracotta, anything to make it shiny, might need re-application.
