You have to fix the power plant then go to the radio tower in Kanto and talk to the old man. he will let you listen to more channels on your radio. then go to the snorlax and turn on your radio and tune it to the top middle and you will have a poke Flute on. then exit with it still on and talk to snorlax. it will wake up and fight you.

First check on your pokegear the town map. Find Diglets tunnel. Fly to Vermoile city and ride your bike to Diglets tunnel. Then go onto your pokegear again and play the tune that yu play when yu put the dot on the top of the clock. click on the snorlax. It will say that the snorlax opens its eyes. BEWARE: The snorlax is lv. 50. If you don't have a Pokemon higher than lv. 55 don't catch him yet. the best ball to catch snorlax with is the heavy ball which you get when you give Kurt the blk apricorn. be sure to get him down to at least 14 HP. If you don't snorlax will use his leftovers and level up his HP. Hope this helped!!!:):):)
