you have to get the clear bell and to do that you need to beat the mohogany gym leader and walk to or fly to goldenrod. the radio tower is taken over by team rocket. Go in and go to the top floor. the director will be descuised as a team rocket member. Defeat him and go to the underground passage way where the barbers go through the hallway to the right and go through the door your rival will come up the stairs. beat him and press the swithches in a secret order to get to the back. beat the rocket next to the door and go through, keep going and save the REAL director and he will give you a card key. Go back to the radio tower and go to the far right on the third floor, walk up to the top of the gate and press A. the gate will open. go through and go too the top floor. beat the two executives and the rockets will disappear. The director will come up and give you the clear bell. But before you go up to the tower it is wise to defeat all the gyms and go to professor Elm to receive a master ball and clone it (if you want to catch all the ledgendaries).
