Level it when it's friend ship is high enough. Some ways to get friend ship are:
1: Catch a Pokemon with a pokeball
2: Put it in your party
3: Use the soothe bell
4: Give it stat boosting items
5: Take it for a makeover at the Pokemon Salon
6: Take it for a stroll in the pokewalker
Use all of these to get friendship. Then, level it once and boom! Lucario is right before your eyes

Which is better happiny or riolu?
depends of what your going to do. if you get a happiny you can evolve it into a blissy which has super height hp whick is good for long battles and staling. a riolu can evlove into a lucario, and lucario can do lots of damage. id go with riolu.

riolu isn't that much rare because hes only the first evolution of lucario but once you evlove him he gets more rare but i havn't completely finish the game but all i can tell you is that not much happens when you catch a lendendary or a rare pokemon.

You need to go to Iron island and go to the left section. Go down the elevator and you meet a man named Riley. He will follow you arround until you get to the end of the cave. Make sure that you have a empty slot in your team when he gives the egg to you. Go down that elevator and you will see a shiny stone. (Note: this stone will evlove your Roselia to Roserade) Then you exit the cave to your right and keep walking and the egg will hatch. Riolu will be Lv. 1.
