I went to kill cockroach soldiers several times; on average, I might get one rune scimitar every two trips or so. A "trip" is going to the cockroach soldiers and fighting them until my food runs out. Just keep trying. However, this isn't very profitable.

The best way to get rune items is to either buy them from other players, in the grand exchange, or through NPC's. There are NPC's selling rune items in the Champion's guild and in Edgeville as well (his name's Oziach).
