First you must beat the game (which includes defeating the Elite Four and Beating Red, and have the national pokedex). After you get Charmander Bulbasaur or squirtle from Prof. Oak, you can see Steven Stone in Sliph. Co building. He will ask what is your favorite crystal colour, blue, red, or green. Blue gets you Mudkip, Red gets your Torchic, and Green gets you Treeko. To get Sceptile choose the Green crystal. Steven will give you a Lv5 Treeko. Level it up to level 16 so it evolves into Grovile. Level it up again, but this time up to level 36. Grovile will evolve into Sceptile (You can only choose one crystal from Steven, by the way).
Sceptile cannot be found in SoulSilver, but its pre-evolved form, Treecko, can be chosen from Steven Stone at Silph Co in Saffron City after defeating Red on Mt. Silver.

I would say Venusaur, Meganium, Sceptile. Also there is Celebi and Shaymin as legendries.

sceptile cannot learn solarbeam. it can only learn it through TM22 WRONG! Sceptile CAN learn Solarbeam WITHOUT the TM. Trust me. It works on Diamon, Pearl, Platinum, HeartGold, and SoulSilver. All versions I own copies of. Generally Sceptile will lear Solarbeam, in those games at least, around lvl 75. it say EMERALD NOT Diamon, Pearl, Platinum, HeartGold, and SoulSilver
there isn't a "best" Pokemon team but mine is: Blaziken lv76, charizard lv72, alakazam lv70, electivire lv73, sceptile lv72 and my last Pokemon is a swampert lv74 =[)

Sceptile is purely a Grass-type Pokemon, but when it Mega Evolves, it'll be Grass/Dragon-type.
