To get a lot of scratches off of games or DVDs you may want to get a disk repair machine. I recommend the ZDag 102 it cost about a $100 but it will pay for it self over time by saving your disks. (especially if there are any kids in your house) I would skip on the DVD skip doctors as I have used it and was not impressed.
I run a small resell shop and use it to fix DVDs and games. Saving over a hundred from the trash can.

No. You can get a store to buff the disks to minimize the scratches. If they are deep scratches though, it will not work.

Sometimes Disk drives don't read disks due to virus or Scratches on the disk. Best to check the disk first to see any scratches or dirt. if not it may be because of a virus or worm. Best to check that out as well, Goodluck!
