With your butt evenly on the saddle, and the ball of your foot on the pedal, your leg should be almost fully extended(just a little bit of bend in the knee) when the pedal is in its lowest position.
Undo pinch bolt on seat tube collar, pull seat post upwards(make sure not to go beyond the minimum insertion mark). When you're happy, tighten the pinch bolt again.
