You can buy some kinds of seeds from a seed stall in Draynor Village; you can steal seeds from a master gardener (there is one in Draynor Village); some advanced seeds (tree seeds) are only obtained as special drops, for example from bird nests; or you can buy seeds (stolen or found by other players) at the Grand Exchange.
