Catch Shaymin and go to Floroma Town and talk to everyone there with Shaymin in your party. You may have to do it on a certain day, so if it doesn't work on one day try it again on another one. Someone will give you the Gracidea Flower, which you find in your Key Items pocket. use it on Shaymin and it'll transform into it's Sky Forme.

There has not been an event for shaymin yet. There is an event for the shiny Raikou, Entei, and Suicune, but not for shaymin. Shaymin Skyform is not going to be released at all. If you were one of the lucky people who got the Shaymin from an event then you can get. This is done by going to Floroama and speaking to a girl in the city while you have it with you. She will give you a Gracidia flower and giving it to your Shaymin will make it change. PS: Shaymin may change back at certain times like at night, in the daycare or if it is frozen but will return to its sky form at day time while it is not frozen.
