You can catch them (1/8000ish wild pokemon are shiny).
You can trade to get them (people normally want shiny for shiny though).
You can use pokesav if you have an nds rom and edit your pokemon manually. This is the same if you use a ds emu (a version of the ds that you can play on your computer) or if you've bought an r4 card (this is a fake ds cartridge that you can put sd cards into, by saving ds 'rom' games you can play games on your ds).
Most people don't like 'fake' shiny pokemon for some reason. If you want me to 'make' you a shiny pokemon then contact me, I'll make whatever you want.

To get a shiny Pokemon you just simply roam the area where the Pokemon is but the chances are extremely slim so it takes a lot of time to get one, myself have only ever seen 4 shiny Pokemon and i played it for 6 years
By "Crystal" I suppose you're meaning a Shiny Pokémon. Shiny Pokémon are extremely rare. Every time you encounter a wild Pokémon, you have a slim chance of finding a shiny one. It is around 0.01% chance of finding one.
Same way as every other game - you have a very rare chance of encountering one in the wild, or an egg hatching into one. You will know if a Pokemon is shiny because some sparkles will go across the sprite when you encounter it.
You can't find Registeel in Pokemon Platnium. You just migrate it in Pokemon Ruby, Pokemon Sapphire, and Pokemon Emerald.
There is no 'platnium', but you can find it on wild pokemon.
