Without cheat, you have to DS Download with another person. The other person should have the game and you should not have the game. The other person has to activate Mario Kart and press multi-player, then create group, then simple. You press DS download until a Mario kart icon pops up and press it. This might take some time. When it finally loads, press VS and the other person with the game chooses his/her kart. You are automatically Shy Guy because you don't have the game and it is default. This works for Balloon Battle and Shine Runners.
With cheat, I don't know because I don't have cheat. Sorry!
