I find the best way to get sleepy and sleep well consistently is to consistently get enough exercise. When you exercise with at least moderate difficulty your body needs to repair itself. Since repair takes place during sleep, your body will crave it. Exercising too close to bedtime can temporarily wake you up more, though, so earlier is better.
