Same way in which it was done in the first generation - obtain a Pokeflute from Mr. Fuji once you have "rescued" him from the top of Pokemon Tower. Then, simply play it next to Snorlax (interact with Snorlax and the choice to play it should come up). You'll be thrust into a battle with a Snorlax at Lv. 30. It's up to you to catch it or defeat it (capture is ALWAYS reccomended though!)
