You have to get to the top of the Pokemon tower and get the poke Flute from mr fuji and when you see a sleeping snorlax like bike road hill click on it and play the poke flute or go to the Safari zone and catch one. It will sleep so it's easier to catch.
P.S If you want to catch a snorelax in safari zone, you must go very deep. You got 2 chances to catch it at the road using Pokemon flute.
