You cannot force or make someone do something they do not want or are comfortable doing. With that being said it is best to do so at their own pace, at their own comfort level if and when they trust you. Don't pressure or become overbearing with this nor pester them - let things be and if they are going to open up they will.
Talk to them and listen to what they have to say. If you establish a relationship, go to events and just introduce yourself (as awkward as it sounds. bet to yourself to hopefully motivate you), you will have relationships in no time. Once you become friends, you can open up to people about your feelings and life.
It is not an easy thing to do. The best thing is to start being a bit more open, doing little things at a time. Start being a bit more nice to people, opening a bit more up and being clear with your emotions. Little additions to your normal habits go on for a long way.
