Sonic 3, in any incarnation apart from the lock-on game Sonic 3 and Knuckles, does have a level select code. When the Sega logo fades, quickly press up twice, down twice and up continuously (an minimum of three times is required). This should take you to a level select screen. This is notably difficult, possibly the most difficult level select on any Sonic game.
if you have a Sega mega drive, on the options screen menu, press in following sequence: a down b down c down a b up a c up b c up then return to the title screen, if press a and start together to star from lava powerhouse (level 2) b and start to start from the machine (level 3) and c and start to start from showdown (level 4, last level).
if you have it on a PlayStation product, play the same except for a use square, for b use x, and for c use o.
