For the most part it's builtin with ALSA (it's part of the kernel), though if you don't want to fuss with all of that, you can always install PulseAudio.

Why can I get sound in Windows XP but not in Linux?

The answer is drivers. In Linux, they are called modules, but they serve the same function. They are little pieces of code that allow the operating system to understand how to interface with your hardware. Depending on which version of Linux you installed and depending on which sound hardware you have will determine how easily you get sound. Most Linux distributions now depend on something called the ALSA sound system, which is a very versatile architecture for doing sound on Linux. Ubuntu, for example, will do its best to detect your hardware and use the right modules automatically.

What does webcam and sound support for various hardware under linux look like compared to windows?

Linux has broad support for numerous sound cards and web cams. Relatively few are unsupported. In addition, some devices that were not originally intended to be used with either system, such as the PlayStation Eye, were supported on Linux first. When compared to any single version of Windows, Linux as a whole has far better device support, because Windows often drops support for legacy technologies, and if a manufacturer stops supporting a device, there won't be any drivers for newer versions of Windows. In contrast, the Linux kernel seldom discontinues support for any device and thus they can be used for as long as there is a way to interface them with your computer. If you have a PCI sound card from 1998, say a Creative Live! SoundBlaster 5.1, you can use the device just fine in Linux, but not in Windows Vista or Windows 7.
