The state can not take away your rights that the fed constitution grants to each citizen it has no rights to take away. They belong to you not the state.
you can't abduct children legally. They are also the mothers therefore the husband can't take the kids away from her unless they have gone to court and they have set up an agreement.

You can take the child out of state based on your custody order. If you don't have a custody order and paternity has never been established then the mother has sole custody and you only get what rights she grants you voluntarily (including how far away you can take them).
That is yes and no. Can you take them and leave within a reasonable distance? Can you take them to another state several hundred miles away? No not without other parents consent. You would require a court order otherwise other parent can take you to court and force you to either return with htem or just return children.
