Step 1: Get all the SubTanks, Heart Tanks, & Dr. Light Capsules

Step 2: Return to Armored Armidillo's stage

Step 3: Fill all ur SubTanks

Step 4: Die 4 times

Step 5: At the end of the 2nd Cart ride, go up the wall and you will find Dr. Light in Ryu outfit. If he not dere, DIE AGAIN AND REPEAT CART RIDE. (Make sure you get lots of lives before attempting.)

To activate, same motion as Street Fighter: Down, Foward-Down, Foward (Foward Quarter Circle)
