before you do anything in neopets go to world map and go to the lost desert. then go to the shrine there u click on it and click Approach shrine and u should see a face of coltzan will appear and you get your reward

You can do this one of several ways. 1) Go to coltzans shrine and he may raise u 1 level 2) Rare occasions it would be a reward from a faerie quest 3) If you have required the lab map you could be raised OR lowered any amount of levels. 4) You can use dubloons or codestones as payment to train with an instructor on Krawk Island or Mystery Island. Im sure there are a few other ways but at the moment I cant recall them. Playing deadly dice with Von Roo can raise or lower your level.
